[PATCH] PCI: log vendor/device ID always

Previously we had to have CONFIG_PCI_DEBUG=y or CONFIG_DYNAMIC_DEBUG=y
to turn on this printk, but I think the IDs are valuable enough that it's
worth putting them in the log always.
