It seems that nobody at the list (including the maintainer of pciutils) is aware of any DOS port capable of accessing the extended configuration space. So far, the only back-end supporting them is linux-sysfs. Feel free to contribute a patch ;) (However, you need MMCONFIG to access the extended configuration space, which is far from being trivial.)
