s/hwmod/clockdomain/ in this case, but that's exactly right.  The 
motivation is to allow this data to be autogenerated and to allow it to 
be verified against the TRM (assuming that the TRM is not wrong).
If there's some weird hardware bug, the intention is to either add a 
special workaround flag so the bug doesn't get hidden, or to deal with it 
in the code in some way.
