[RESEND PATCH 1/3] arm: Kconfig: remove duplicated GENERIC_HARDIRQS entry

GENERIC_HARDIRQS is defined under kernel/irq/Kconfig,
so it's safe to drop the duplicated entry and simply
select HAVE_GENERIC_HARDIRQS.
