[RFC 6/8] OMAP: PRM: split the prm accessor api funcs for omap2/3 and omap4

With the powerdomain framework now being split into a platform
dependent and platform independent part, its now possible
to have discreet set of prm accessor apis for omap2/3 and omap4.
This certainlly helps avoid the extra overhead/checks unneccesarily
added on omap2/3 for every prm register access.
