Just as an FYI, subversion can make use of proxies through the 
~/.subversion/servers file[1].  An example using SourceForge would be:

**** START
[groups]
sourceforge = svn.sourceforge.net

[sourceforge]
http-proxy-host = proxy.mynetwork.net
http-proxy-port = 8080
**** END

[1] http://subversion.tigris.org/faq.html#proxy
