urgent help regarding proxy arp

hi all:

I am planning to implement client roaming in wireless
mesh network.

a small scenario is as follows:
Subnet mask is 255.255.255.0 for all ip's

                   192.168.18.1           
192.168.18.2
           router1 ------------------------------Host2
             |
192.168.19.1 |
             |
             |
             |
             Host1 (192.168.18.3 gw 192.168.18.1)

i have enabled proxy arp on router1 on the interface
with ip 192.168.19.1  but whenever i try to ping
192.168.18.1 or 19.1 from host1 ,i do not get any arp
reply for 192.168.18.1 from router.

Further if i add arp entry statically on host1, and
then ping to 192.168.19.1, it receives echo request on
that interface, but doesn't sent any echo reply.

I am relatively new to networking.
Please suggest some solution
