unregister_netdevice:waiting for eth1.200 to become free

I see these messages when I try to delete a vlan
interface using vconfig. I think it happened because
the cable wasn't connected on this interface - it
worked fine after connecting the cable.
 
I'm not sure if it's a VLAN issue or kernel problem?
Any idea if this is a known issue or is fixed in any
release?
