The RFCs specifically allow this addressing model as a valid
one.  Claiming it as a bug is quite foolhardy.

In fact, this behavior increases the likelyhood of successful
communications between two nodes even in the presence of
misconfiguration and various forms of topology changes that
interface based address ownership simply cannot handle.
