IPv6 source address selection

Someone on the debian ipv6 list indicated that the Linux ipv6 stack
doesn't perform (compliant) source address selection.  Is this true?
If so, is there an alternative method for handling proper source
address selection in light of multiple addresses being bound to an
interface?

I ask because it *looks* like the kernel always chooses the first
bound address.
