traffic control

Hi

Using PPP-SSH VPN, I created ppp interfaces on two
of the PCs in my lab. From some analysis purpose,
I would like to vary the rate of packet transmission
from 10Kbps (bits per second) to 35Kbps on these ppp
interfaces created. I tried to use tc; but couldn't find good documents which was of help. The Traffic Control HOWTO uses tcc to do traffic shaping. But tcc is not currently available for kernel version 2.6.7, which is the one that I am using.

Can any one please suggest how to use tc to limit the speed, and also point some good documents that
decribe this.
