About the speed of netcard and switch

Hello all
For 100Mb/s netcard, does mean incoming & outgoing speed are
both 100M/s?
For 100Mb/s switch, What does it mean? Is it the speed of all
physical link? for example:

	--------------------------
----------------------------------
	| PC1 | | PC2
|
	| 100Mb/s netcard | | 100Mb/s netcard
|
	| | |
|
	--------------|--------------
-----|--------------------------------
		  | |
		  | |
		------------------------------------
		| 100 Mb/s switch |
		| |
		----------------------------- -------

In this figure, PC1 and PC2 connect the 100 Mb/s switch by
100M/s netcard.
PC1 send packets one by one to the PC2, then PC2 send back the
packest one by one to PC1.
	What maximum speed is PC1 send-packets? 100Mb/s, 100Mb/s / 2 =
50Mb/s, other?

Best Regards
