TCP Packet Spacing patch

Hi,
I have released a patch to implement TCP packet spacing, that spreads packets about to be sent out with a delay of RTT/cwnd milliseconds. It is compiled and tested under 2.6.3. Maybe it is not clean, but it seems to work well.
