setscokopt and SO_KEEPALIVE

Hi All,
 I have a small question on setsockopt.
 I have a client and server programs runnings on two 
 different machines. (communicating using sockets,
 SO_KEEPALIVE is set with setsockopt).

 When one of the machines is powered down the other 
 partner is not informed. I came across some
 documentation which states that SO_KEEPALIVE takes
 effect when "keepalive" option is set at the
 interface level. (using ifconfig eth0 keepalive 10).
 
 Is thsi true ? Could you help in understanding this
better.
