I've intermittently experienced the same phenomenon with 2.4.21 + the 
backport.

My first time rebooting the kernel, it did this constantly until I restarted
ipsec; then, it seemed to work as normal. I was able to establish 
encrypted connections to OE sites, and communicate in the clear to non-OE 
sites.

Upon a subsequent restart of ipsec, I briefly experienced the same phenomenon, 
but then it cleared itself up after 10 seconds or so.
