I don't know for RH but many distributions have applied IPSec patches
from freeswan to 2.4 kernel series and packaged user space tools
(pluto). You can go to http://www.freeswan.org/ and there you will
find good documentation how you can do it yourself.

IPSec from kernel 2.5.xx is backported to 2.4.21 by Dave Miler.
His patch can be found somewhere under:
