Question about netlink flags

draft-ietf-forces-netlink-01.txt states NLM_F_REPLACE, NLM_F_EXCL,
NLM_F_CREATE and NLM_F_APPEND can be given for NEW requests.
Are these also valid if NLM_F_REQUEST is unset ? I'm adding event
messages to nfnetlink_conntrack and it would be nice to have
a way to disinguish newly created conntrack entries from changed
ones by setting NLM_F_EXCL for new ones and NLM_F_REPLACE for
changes.
