   This 40 MB/s is about the level of performance that I had expected from my 
   "bicycle," and it should be sufficient for our application.

I'm glad this is resolved.

Sparc64 programs the latency timers on the PCI bus at bootup bus
probing time, PPC should be doing something similar.  At a minimum it
should set this up via the platform hooks provided for
pci_set_master().
