what may cause tcp error at access website from outside line?

Dear linux webmaster:

I try from out side to access my website either I enter my fully fqdn or external ip, the ie6 or netscape4.7 all report tcp error, either server is down or ----------- reason

I can access that my site by both method from my local computer.

please help, error log and access log show nothing relative, please help
should I must have
GATEWAY=xx.xx.xx.xx
in /etc/sysconfig/networking?
