Yes, you can turn off the address and prefix assignment by adding "information-only" in the client configuration file /etc/dhcp6c.conf. Then the client will send information request. Now the server sends nothing back since the "DNS server configuration" (draft DNS configuration option for DHCPv6 draft 03) hasn't supported yet. It will support soon.
