Brad Hards's response was correct. You are looking for ethtool. It comes in every major Linux distro, and its source code is also available from http://sf.net/projects/gkernel/

miidiag and mii-tool both have a major flaw, that is not supporting [well, if at all] hardware that is not strictly 10/100 MII hardware.
