this is 2.4.19 not 2.5. :)

the ntp message is send by 2.4.19 through a freebsd router which is doing
nat and pppoe in user mode to an old linux system (via multiple hops) and
back. So it might be a masquerading problem, I will provide tcpdumps on both
sides. The packets are perfectly reproduceable.
