Well, at this point it is to late to worry about this. cwnd is 2 here
just because otherwise you would see a burst window was drained for whole rtt.
It is not a question.

Real phenomenon is observed _earlier_: at point 18:02:45.388802
in your tcpdump you should see some forward transmission or retrasmission
to keep congestion window alive. But there are no eligible data to send,
so cwnd is forced to reduce. Well, this is unavoidable when you lose
too much in one window.
