protocol addition

Greetings,

I am attempting to add a network protocol to linux to do ATA commands
over Ethernet (AoE).  I had planned to just look at how arp is done and 
mimic much of its functionality, but there's a whole lot of stuff in here
I'm not familiar with.  Instead of going on a possibly nondeterministic
search through the code, I thought I'd start here.

I've looked at skbuffs and now I'm on to this neighbor thing.  If anyone
can clear up what these neighbor tables are, I'll be stoked.

Any other pointers on how to make this whole effort more painless
would also be appreciated.
