inserting ARP messages in the network

Hi,

I am using 'libnet' to create some arp packets. When i run the program, it 
seems to do everything, but i cant see the arp packets on the interface 
using tcpdump (nor on any machine on the network).

When i look at the switch, after putting the ARP generation routine in a 
loop, all the lights seem to be blinking furiously and since there is no 
other traffic on this network i am not sure whats happening to the ARP 
packets. 

Any pointers would be helpful to solve this problem.
