I'm assuming so, even when the /etc/resolv.conf nameservers have been
updated (confirmed with a "host host.domain.com ns.nameserver.com" or with
nslookup) the kernel still seems to "remember" old answers until the expire
or refresh time has been reached.
Going to an independent system with the same /etc/resolv.conf file, never
hitting "host.domain.com" comes back with the right answer.  The system in
question still remembers the old query answer until the refresh interval is
reached.

Just on a whim, since named (vixie bind), was running on the box thinking it
was caching the queries, I shut it down completely.  No change to my
problem.
