config file not found???

hello,
I am trying to install et/hdlc driver according to the documentation at
http://www.etinc.com/linuxman.htm.
I have 2 ACB-IV sealevel sync. serial cards on two suse linux 6.2(kernel
2.2.14) and I want to make a connection using these cards.

in the "Running hdlccfg to Start the HDLC Subsystems" chapter of the
document, it is written that:

"Before running the configuration utility, you should create a line
configuration file which represents the appropriate HDLC environment."
so I changed the file as:
device="hdlc0"
protocol="cisco_hdlc"

is this correct?

and also the main problem I come across is when I type
# hdlccfg ets0.cisco.cfg

I see the line : "config file not found"

both the file and hdlccfg is in the same directory (/usr/hdlc/utils)
so what is the problem?how does hdlccfg works?
