Distributed Non-platform specific Firewall support?

Does anyone know if software like it exists? (Opensource).  Basicaly
something like, given a central node, and a set of remote gateways, give
the gateways the ability to be remotely configured.  Examples would be VPN
gateways, routers, and intergration with other types of firewalls (be it
FW1, Cisco's IOS, etc).

I looked around a bit on the net but the most I could find was load
balancing firewalls ... which is still something neat, but not quite what
i was looking for.
