You'll need a kernel with all the routing policy stuff enabled,
which usually means to DIY.

After that, you'll need to read lots about the new(ish) /sbin/ip and
/sbin/tc utilities, which come with the iproute package.

The kernel teql driver is also useful for this sort of thing.
