These are just a couple stabs, but this could be related to TCPWrappers or /etc/ftpaccess. Take a look at /etc/inetd.conf first and see if it's settings for ftp look normal (maybe it's set to "wait" instead of "nowait"??) or check /etc/hosts.allow and see if it's running any sort of scripts/commands when accepting ftp transactions. Also take a look at /etc/ftpaccess and see if it's doing anything heavy (logging, denies, etc.) and if so, try lightening it up and see what happens. Good luck.
