ppp0 Deny

All,

I have a Redhat 6.1 box connect to the internet using PPPoE over an ADSL
line.  Outgoing, everything works fine.  But incoming (e.g. telnet, ftp,
etc.) get stopped.  In /var/log/messages is the following:

kernel: Packet Log: input DENY ppp0 PROTO=2 a.b.c.d:64123 p.q.r.s:23
L=44 S=0x00 I=50726 FF=0x0000 T=60 SYN (#2)

This message repeats until the other end gives up and goes away.  I have
looked through all of my configurations to see where the DENY is set and
cannot find any.  I have looked the the PPP Howto and also could not
find anything.  Any help in pointing me to the right place would be
appreciated.
