rate control using iptables/ipchains

Hi,

This is kind of specific. I have a need to rate limit my packets at the
transmitting source and mark all the packets (by marking, I mean setting
the ToS byte field(DSCP for the diffserv guys) in the IP header to some
specific value) above a certain rate. I know that with ipchains/iptables,
you can do a lot of neat things at the source end. Would this too be one
of them? If yes, how?

Tony, thanks for the HOWTO on ipchains. That was really helpful.
