Let your network IP address is a.b.c.x with 0<=x<=255 and a,b,c as constants.
normally a.b.c.1 will be the gateway IP. If you want to put Gateway in SJ office, the machine with this IP should be there and and all other machines should specify this IP as in their gateway IP setting. Now all machines in the network(having IP a.b.c.x, and it doesn't matter whether machine is in HB or SJ as long as it is phyically connected using ur leased lines) will access outside the network through this gateway machine only. The DNS server can be SJ or HB , but keep it in SJ as you are planning for putting most of the servers there only ( will centralize management).
Regarding mailserver you can have two mail servers i.e. foo.com in SJ and in.foo.com in HB. Even one mailserver at SJ may be sufficient as there will be no problem in accessing your mails that way also. you just have to pay for registration of foo.bar( or whatever) and then u can have <anything>.foo.bar by making DNS entry.
