Does the web server know how to send a message to 192.168.0.1? (Or is 192.168.0.1 the IP of the web server?) Also, if you are running a name server on 192.168.0.1, does it know the IP address of ced-concord.com? From the error message, you do have a DNS problem. Remember, sendmail does not use /etc/hosts, but I think Pine will.
