[PATCH] mmc: sdhci-of-arasan: Add CQHCI support for arasan,sdhci-5.1

Add CQHCI initialization and implement CQHCI operations for Arasan
SDHCI variant host, namely arasan,sdhci-5.1, which is used by Rockchip
RK3399 platform.
