[RFC PATCH 15/21] mmc: sdhci-msm: remove SDHCI_QUIRK_BROKEN_CARD_DETECTION

We just replcae SDHCI_QUIRK_BROKEN_CARD_DETECTION with
MMC_CAP_NEEDS_POLL.
