Unfortunatly I am not familiar with the dib0700 device, so not sure if you need firmware (I assume so, check linuxtv wiki on any dib0700 device.

To test the device in its most basic level, I think w_scan is the best bet, as it works without any other extra files.

(currently not working afaik) forthe U3100 mini PLUS. yes, minor difference
in name, huge difference inside. The non-plus is a dib0700 based device,
whereas the Plus is a af9035 based device. The non-plus should work out of
the box on most distro's.
