/sys/devices/pci0000:00/0000:00:1d.2/0000:04:00.0/usb3/3-3/authorized
0

can you try:
echo 1 > /sys/devices/pci0000:00/0000:00:1d.2/0000:04:00.0/usb3/3-3/authorized
dmesg
