[PATCH] psignal.3: ATTRIBUTES: Note functions that are thread-safe

After research, We think psiginfo() is thread-safe. But, there
is not marking of psiginfo() in glibc document.
psignal() matches glibc marking.
- psignal:  MT-Safe locale
- psiginfo: MT-Safe locale
