[PATCH] getifaddrs.3: ATTRIBUTES: Note functions that are thread-safe

After research, We think getifaddrs() and freeifaddrs() are not
thread-safe. But, there is not markings of getifaddrs() and
freeifaddrs() in glibc document.
- getifaddrs:  MT-Safe
- freeifaddrs: MT-Safe
