Take a look at http://man7.org/linux/man-pages/man7/capabilities.7.html The two most obvious alternatives are CAP_SYS_RESOURCE and CAP_SYS_NICE. Maybe CAP_SYS_NICE is better? I say this because of the (slight) similarity to existing operations in the CAP_SYS_NICE list.
