Would code.google.com/hosting be appropriate?  You won't need to use
their repository, but it provides a wiki and an issue tracker. The
issue tracker can be used as a Janitors TODO list.

Of course there are various other project hosting facilities out there
which may provide more or different features. Nowadays I don't see much
need for collaboration projects to roll their own hosting.
