This seems like a *great* idea. Unfortunately, a quick look at the implementation of kbuild suggests that it doesn't currently implement numeric comparisons (<, <=, >, >=), only equality (= and !=). Most of the time, a Kconfig file will want to write "depends GCC >= some_version".
