[RFC PATCH v3 01/13] certs: Remove CONFIG_INTEGRITY_PLATFORM_KEYRING check

Remove the CONFIG_INTEGRITY_PLATFORM_KEYRING ifdef check so this
pattern does not need to be repeated with new code.
