new module: dracut-sshd - ssh access to early userspace

Hello,

I wrote the small Dracut module dracut-sshd to be able to unlock
encrypted devices or deal with the emergency shell on remote computers:

https://github.com/gsauthof/dracut-sshd

The actual code is much smaller than the README which also describes how
dracut-sshd compares to other approaches in a Related Work Section.

It would be great to have this integrated into upstream Dracut.

How should I proceed?

Should I open a pull request under https://github.com/gsauthof/dracut-sshd ?
