Key file parsing was fixed in current master:

    crypt-lib.sh: moved IFS=: from before 'read' to before 'while'

so you need updated modules.d/90crypt/crypt-lib.sh. May be you could
open a bug report in fedora to request update. I confirm that this bug
also happens with dash we have here.
