[PATCH 1/2] iio: core: Introduce resolution standard attribute

Introduce a new IIO standard attribute to set bit resolution of the
data *_raw readings dynamically using sysfs.

Needed to set 16 bit data width (high definition) with the VCNL4040
driver.
