[PATCH v2 5/6] PM: runtime: Add EXPORT[_GPL]_RUNTIME_DEV_PM_OPS macros

Similar to EXPORT[_GPL]_SIMPLE_DEV_PM_OPS, but for users with runtime-PM
suspend/resume callbacks.
