[PATCH 11/23] libata-sff: introduce ata_sff_init/exit() and ata_sff_port_init()

In preparation of proper SFF/BMDMA separation, introduce
ata_sff_init/exit() and ata_sff_port_init().  These functions
currently don't do anything.
