Care to post full boot log and the result of "hdparm -I /dev/sr0"?

You don't have to wait till EH finishes.  As long as PHY event is
generated, EH should do the right thing.  Also, you can trigger rescan
by "echo - - - > /sys/class/scsi_host/hostX/scan".
